Adding Drivers Instructions

Drivers are Automatically Added to the Random Pool when Negative Pre-Employment DOT Drug Test Results are Reported by Express Labs Medical Review Officer (MRO).

  • Send Drivers for Pre-Employment DOT Drug Testing after completing the Full Query in the FMCSA Clearinghouse, Drug & Alcohol Policy and have completed the Supervisors Course for Reasonable Suspicion Testing (Including Owner Operators who hire Drivers)
  • DOT Requires a New Pre-Employment DOT Drug Test if a Driver has not been in a Random Testing Pool for 30 Days
  • After Enrolling, Express Labs does not accept Drug Test Results from other Companies

Step 1: Clearinghouse Registration & Full Query - Click Here

  • Employers must Conduct a Full Query in the Clearinghouse to Confirm the Driver is Cleared to Drive
  • Drivers must provide Electronic Consent in the Clearinghouse for a Full Query
  • Both Employers and Drivers must be Registered in the FMCSA Clearinghouse

  • Drivers must receive a Full Copy of the Signed and Dated Drug & Alcohol Policy

Step 3: Pre-Employment Drug Testing - Click Here

Members are Required to order Drug Testing Online or by using Paper Quest Forms.  After Enrolling, Express Labs does not accept Drug Test Results from other Companies.

  • Option 1: Order Drug Tests Online (QPassports) in your Express Labs Account
  • Option 2: If you cannot order online, use the Paper Quest Forms provided by Express Labs

Step 4: Supervisor Training Course

  • DOT Requires All Supervisors take the Course for Reasonable Suspicion Testing (Including Owner Operators who hire Drivers).  The Online Course can be ordered on the Left Side Tabs in your Account

DOT Requirements to put a Driver on the Road:

  • Negative DOT Pre-Employment Results
  • Company & Drivers Registered in the FMCSA Clearinghouse
  • Full Query in the FMCSA Clearinghouse
  • Drug & Alcohol Policy
  • Supervisor Training Course Certificate

Deactivating Drivers Instructions

DOT Requires Employers to Deactivate Drivers Immediately who are Terminated, Not Hired, Seasonal Breaks, Extended Leave, Temporary Non-Driving Status, International Travel or Unavailable to be Randomly Tested During the Quarter Selected for Any Reason Before being Selected for Random Testing.  Deactivated Drivers who were Selected can only be Reactivated with a new Pre-Employment Drug Test.

  1. Login to your Express Labs Account
  2. Go to Manage Drivers on the Top Tabs
  3. Click Deactivate Driver
  4. Click Save Changes
  5. Click Continue to Deactivate the Driver
  • You will Automatically receive an updated Active Driver List after a Driver is Deactivated

Pre-Employment Drug Test

  • Violation: Allowing a Driver to Operate without Negative DOT Pre-Employment Drug Test Results
    Fine: Up to $5,000 per Violation
    Regulation: 49 CFR §382.301

  • Violation: Allowing a Driver to Operate on the Road without being in a DOT Random Pool
    Fine: Up to $5,000 per Violation
    Regulation: 49 CFR §382.305

FMCSA Clearinghouse

  • Violation: Failure to Register in the FMCSA Clearinghouse
    Fine: Up to $5,000 per Violation
    Regulation: 49 CFR §390.19

  • Violation: Failure to run a Pre-Employment Clearinghouse Full Query
    Fine: Up to $5,000 per Violation
    Regulation: 49 CFR §382.701

Drug & Alcohol Policy

  • Violation: Failure to give Driver a Full Copy of the Signed & Dated Drug & Alcohol Policy
  • Fine: Up to $5000 per Violation
  • Regulation: 49 CFR §382.601

Supervisor Training Course (Including Owner Operators who hire Drivers)

  • Violation: Not obtaining Training for Supervisors of CDL Drivers
  • Fine: Up to $5,000 per Violation
  • Regulation: 49 CFR §382.603
