Compliance Guide


Overview

Use the steps below to complete your DOT compliance and maintain your drug & alcohol testing program.


Compliance Process

Drug & Alcohol Policy → Clearinghouse → Add Drivers → Manage Drivers → Random Testing → Maintain Compliance


Adding Drivers – View Instructions

Send drivers for a DOT pre-employment drug test after completing a full Clearinghouse query and Drug & Alcohol Policy requirements

  • Drivers are automatically added to the random pool (and eligible to be randomly selected) once negative pre-employment DOT drug test results are reported by the Express Labs MRO (Medical Review Officer).
  • A new pre-employment drug test is required if a driver has not been in a random pool for 30+ days

Clearinghouse – View Instructions

Register in the FMCSA Clearinghouse and designate Express Labs as your consortium

  • Run a Full Query before hiring new drivers
  • Complete Annual Limited Queries for all drivers

Deactivating Drivers – View Instructions

Drivers must be deactivated immediately if they are not active or unavailable for testing (terminated, on leave, vacation, etc.).  Maintaining an accurate driver list is required for DOT compliance which also helps prevent unnecessary or duplicate selections.


Active Drivers List & Certificate

Express Labs sends an Active Driver List on the 1st of every month.  Maintaining an accurate driver list is required for DOT compliance and helps prevent missed or unnecessary random selections.

  • Confirm the active driver list is accurate and up to date
  • Deactivate drivers who are not actively driving or unavailable for random testing
  • Go to "Certificates & Driver List" to download a copy

Random Testing Notifications - View Instructions

Notifications are sent by email and posted in your account in January, April, July, October.

  • If an email notification is not received review posted selections on: Feb 1, May 1, Aug 1, Nov 1
  • The member portal is the official notification
