Return-to-Duty & Follow-Up Process

  • 🟢 Return-to-Duty: Drivers are Added to the Random Pool when Negative Return-to-Duty Drug Test Results are Reported by Express Labs MRO
  • 🟢 Follow-Up: Drivers must undergo Follow-Up Drug Testing (at least 6 tests in 12 months, up to 5 years)

🟢 1: The SAP Evaluation (Substance Abuse Professional)

  • The SAP Directs Employers when Drivers can be sent for Return-to-Duty Drug Testing (Observed Collection) and how many Follow-Up Drug Tests (Observed Collection) are Required.  DOT Requires a Minimum 6 Follow-Up Drug Tests Spread evenly the first Year ( up to 5 years max).  Drivers must Get Tested Immediately when Notified for Follow-Up Drug Testing with No Prior Notice

  • DOT Requires Drivers be provided with a Full Copy of the Completed Signed & Dated Drug & Alcohol Policy Prior to Return-to-Duty Drug Testing.  The Policy has a Release Granting Employers Authorization to send Drivers for Drug Testing

🟢 3: Clearinghouse Registration & Query Instructions  - Click Here

  • DOT Requires Employers, Drivers & Owner Operators to Register in the FMCSA Clearinghouse
  • Employers & Owner Operators must Conduct a Full Query in the Clearinghouse to Confirm Drivers do not have any Violations and are Cleared to Drive (Limited Queries for All Drivers Yearly)

🟢 4: Drug Testing Instructions (Observed Collections)

  • 🟢 Order Online in your Express Labs Account
  • 🟢 Use Quest Paper Forms provided by Express Labs (if online ordering is unavailable)
  • 🔴 Drug Test Results from other Companies are NOT accepted once Enrolled with Express Labs

🔵 Step 1: Go to Order Drug Tests (Top Left Tabs)

  • Select the Reason-for-Testing (Return-to-Duty or Follow-Up)
  • Find a Collection Site (Enter Zip Code)
  • Order the Drug Test

🔵 Step 2: Check your Email for the QPassport (within 1 hour from Quest)

  • Add noreply@questdiagnostics.com to your email settings to avoid missing emails
  • Charges apply to Completed Test Results not Orders

🔵 Step 3: Drivers must Bring the QPassport to the Collection Site

  • The Collector will Scan the Barcode that is listed on the QPassport from the Driver’s Phone or bring the Printed Copy of the QPassport.  QPassports are only valid for the Collection Site listed on them

🔴 Step 4: Call the Site to Confirm they are Open and Conducting Drug Testing

  • 🟢 Notify Drivers after you have received the QPassport and Called the Site to Confirm they are Open and they have a Collector who is the Same Gender who can perform an Observed Collection
  • 🔵 Some Sites may not Start a Collection within 3 Hours of Closing or may have Reduced Hours

🟢 5: Report Return-to-Duty Results to the Clearinghouse - Click Here

  • Employers must Report the Negative Return-to-Duty Results to the FMCSA Clearinghouse
  • Express Labs does not Report Return-to-Duty Results

🟢 6: Report Final Follow-Up Results to the Clearinghouse - Click Here

  • Employers must Report the Date of the Final Follow-Up Drug Test Results to the Clearinghouse.  Express Labs does not Report the Date the Follow-Up Plan was Completed to the Clearinghouse

Drug Test Results

  • 🟢 Results are Emailed & Posted to your Account by Express Labs MRO.  Most Negative Results are within 3 Business Days from the Date the Lab receives the Sample
  • 🔴 If you have not received Results within 4 Business Days contact Quest Diagnostics Customer Service at 800-877-7484 with your Quest Account Number (on the QPassport) or the Specimen ID (on the Paper Quest Form)

Return-to-Duty & Follow-Up Drug Testing Fees

  • 🟢 Express Labs charges $125 for RTD & Follow-Up Results (Observed).  Collection Fees are Included at In-Network Sites but not at Out-of-Network Sites
  • 🔵 Invoices are Due Upon Receipt on the 1st of the Month for the Previous Month's Results
  • 🔴 Members must keep a Valid Credit Card on file and Authorize Express Labs to charge for Results

🔵 What is an Observed Collection?

  • The Collector (Same Gender as Driver) accompanies the Driver into the restroom.  The Collector must directly watch the urine stream go from the Driver’s body into the Collection Container.  The Driver must raise their shirt above the navel and lower clothing to mid-thigh to ensure no devices are used to cheat the test.  The Collector signs Documentation affirming the process was completed according to DOT guidelines

🔴 What if an Owner Operator Test Positive?

  • Express Labs does not Manage the Return-to-Duty/Follow-Up Process for Owner Operators.  Owner Operators who have a Violation in the FMCSA Clearinghouse can not Enroll in Express Labs Consortium.  Owner Operators who Test Positive for Drugs or Alcohol or Refuse-to-Test will be Terminated from Express Labs Consortium
