Return-to-Duty & Follow-Up Instructions
Return-to-Duty & Follow-Up Process
- The SAP Evaluation determines when the Driver is eligible for Return-to-Duty Testing and establishes the Follow-Up Testing Plan
- Drivers are automatically added to the Random Pool when our MRO reports Negative Return-to-Duty DOT Drug Test Results
- Employers must report Negative Return-to-Duty Results and the Date of the Final Follow-Up Results to the Clearinghouse
- Return-to-Duty & Follow-Up Drug Tests must be collected under Direct Observation
- Express Labs does not report Return-to-Duty Test Results or the Date of the Final Follow-Up Test Results to the Clearinghouse
Return-to-Duty Instructions
Step 1 – FMCSA Clearinghouse
Complete a Full Query to confirm the Driver is eligible for Return-to-Duty Testing.
Step 2 – Drug & Alcohol Policy
Drivers must receive a full copy of the Signed and Dated DOT Drug & Alcohol Policy before Return-to-Duty DOT Drug Testing.
Step 3 – Return-to-Duty Drug Tests
Order DOT Drug Tests online through your Express Labs Account or use the Quest Paper Forms we provide. Once enrolled, only DOT Drug Tests ordered through Express Labs or completed using Express Labs Quest Paper Forms are accepted.
- Select Return-to-Duty as the Reason for Testing
- Call the Collection Site to confirm a Same-Gender Collector is available for Direct Observation and they are accepting walk-ins
- Complete Drug Testing Instructions
Step 4 – Clearinghouse Reporting
Employers must report Negative Return-to-Duty Test Results to the Clearinghouse. Express Labs does not report Return-to-Duty Test Results to the Clearinghouse.
Follow-Up Testing Instructions
The SAP Evaluation establishes the Follow-Up Testing Plan, including at least 6 Unannounced Follow-Up Tests during the first 12 months and Follow-Up Testing for up to 5 years.
- Drivers must Get Tested Immediately when Notified for Follow-Up Testing
Follow-Up Drug Tests
Order DOT Drug Tests online through your Express Labs Account or use the Quest Paper Forms we provide. Once enrolled, only DOT Drug Tests ordered through Express Labs or completed using Express Labs Quest Paper Forms are accepted.
- Select Follow-Up as the Reason for Testing
- Call the Collection Site to confirm a Same-Gender Collector is available for Direct Observation and they are accepting walk-ins

Clearinghouse Reporting
Employers must report the Date of the Final Follow-Up Results to the Clearinghouse. Express Labs does not report the Date of the Final Follow-Up Test Results to the Clearinghouse.
Owner Operators
Express Labs does not manage the Return-to-Duty or Follow-Up Process for Owner-Operators.
- Owner-Operators with a Violation in the FMCSA Clearinghouse are not eligible to enroll in the Express Labs Consortium
- Owner-Operators who receive a Positive DOT Drug or Alcohol Test Result while enrolled will be terminated from the Express Labs Consortium
