Return-to Duty & Follow-Up Process

Return-to Duty Instructions

  • Send Drivers for Return-to Duty DOT Drug Testing after completing the Full Query and Drug & Alcohol Policy.  Drivers are Automatically Added with Negative RTD DOT Drug Test Results from Express Labs MRO.  The Return-to Duty Drug Test takes the place of Pre-Employment Testing if this is a New Hire.

Step 1: SAP Evaluation (Substance Abuse Professional)

  • The SAP Evaluation Directs Employers when Drivers can be sent for Return-to-Duty Drug Testing (Observed Collection) and how many Follow-Up Drug Tests (Observed Collection) are Required

Step 2: Full Query in the FMCSA Clearinghouse - Click Here

  • Conduct a Full Query in the Clearinghouse to Confirm the Driver is Cleared for Return-to-Duty Drug Testing

Step 3: Drug & Alcohol Policy - Click Here

  • Drivers must receive Full Copy of the Signed & Dated Drug & Alcohol Policy

Step 4: Return-to-Duty Drug Testing Instructions

  • Members are Required to Order Drug Tests Online in your Express Labs Account.  Only use the Paper Quest Forms for Emergencies or if you can not Order Online.  After Enrolling, Express Labs does not accept Drug Test Results from other Companies

Ordering Return-to-Duty Drug Tests Online: Step-by-Step Instructions

  1. Login to your Express Labs Account .

  2. Go to Order Drug Tests on the Top Left Tabs

  3. Select Return-to-Duty for the Reason-for-Testing

  4. Choose a Collection Site (Enter Zip Code)

  5. Click Complete Order to Order the Drug Test

  6. Check Your Email - You will receive the QPassport from Quest within 1 hour

  7. Driver Instructions - Drivers must bring the QPassport (printed or on phone) to the Selected Site

  8. Arrival at Collection Site - Collector Scans the QPassport Barcode upon arrival

  9. Call the Collection Site - Always call the Site first to Confirm they are Open and Confirm they have a Collector who is the Same Gender who can perform an Observed Collection before Notifying the Driver

  10. Receive Results - Drug Test Results are Emailed and Posted to your Account by Express Labs MRO

  • Employers must Report the Negative Return-to-Duty Results to the FMCSA Clearinghouse

Return-to Duty Checklist: Adding Drivers and Cleared to Drive

  • Received SAP Evaluation from the SAP (Substance Abuse Professional)
  • Employer & Driver Registered in the FMCSA Clearinghouse
  • Conducted a Full Query in the Clearinghouse to Confirm Driver is Cleared to take a RTD Drug Test by the SAP
  • Driver received a Full Copy of the Signed & Dated Drug & Alcohol Policy
  • DOT Requires Negative DOT Return-to Duty Drug Test Result Reported by Express Labs MRO before a Driver is allowed to be Added to the Random Pool and Operate a Commercial Motor Vehicle
  • All Supervisors have taken the Supervisor Training Course
  • Reported the Negative Return-to-Duty Results to the FMCSA Clearinghouse

Follow-Up Instructions

  • Send Drivers for Follow-Up DOT Drug Testing based on the SAP Evaluation.  DOT Requires a Minimum 6 Follow-Up Drug Tests Spread evenly the first Year (up to 5 years max)
  • Drivers must Get Tested Immediately for Follow-Up Drug Testing with No Prior Notice or it is a Refusal-to-Test

🔸What is an Observed Collection?

  • The Collector (Same Gender as Driver) accompanies the Driver into the restroom.  The Collector must directly watch the urine stream go from the Driver’s body into the Collection Container.  The Driver must raise their shirt above the navel and lower clothing to mid-thigh to ensure no devices are used to cheat the test.  The Collector signs Documentation confirming the process was completed according to DOT guidelines

🔸What if an Owner Operator Test Positive?

  • Express Labs does not Manage the Return-to-Duty/Follow-Up Process for Owner Operators.  Owner Operators who have a Violation in the FMCSA Clearinghouse can not Enroll in Express Labs Consortium.  Owner Operators who Test Positive for Drugs or Alcohol or Refuse-to-Test will be Terminated from Express Labs Consortium

Drug Test Results

  • Results are Emailed & Posted to your Account by Express Labs MRO
  • Most Negative Results are within 3 Business Days from the Date the Lab receives the Sample
  • If you have not received Results within 4 Business Days contact Quest Customer Service at 800-877-7484 with your Quest Account Number (on the QPassport) or the Specimen ID (on the Paper Quest Form)

Drug Testing Fees

  • Express Labs charges $80 for Drug Test Results
  • Collection Fees are Included at In-Network Sites but not at Out-of-Network Sites
  • Return-to-Duty & Follow-Up Drug Test Results are $125 (Observed)
  • Invoices are Due Upon Receipt on the 1st of the Month for the Previous Month's Results
  • Members must keep a Valid Credit Card on file for Testing Fees to keep your Company & Drivers Active

After Enrolling, Express Labs does not accept Drug Test Results from other Companies

  • Members are Required to Order Drug Tests Online in your Express Labs Account.  Only use the Paper Quest Forms for Emergencies or if you can not Order Online.  Upon Enrolling you are assigned a Quest Diagnostics Sub-Account Number from Express Labs that is listed on your QPassport (online orders) and Quest Paper Forms.  This Account Number must be used for All Drug Testing.  All Results are posted on the MIS Report that All Members need for DOT Audits
