Return-to-Duty & Follow-Up Instructions

Send Drivers for Return-to-Duty (Observed Collection) Drug Testing, After being Hired, Pending Results.  There are 2 Options for Drug Testing.  Order Online or use the Quest Paper Forms we provide.  The Return-to-Duty Drug Test takes the place of the Pre-Employment if this is a New Hire.  After Enrolling, Express Labs does not accept Drug Test Results from other Companies

When are Drivers Added to the Random Pool & Cleared to Drive?

Drivers are Added to the Random Pool when Negative Return-to-Duty Drug Test Results are Reported and Cleared to Drive when the Following has been Completed (Prior to Return-to-Duty Drug Testing)

  • Drug & Alcohol Policy has been completed
  • Clearinghouse Registration: Employers & Drivers must be Registered in the Clearinghouse
  • Full Query in the Clearinghouse must be completed to Confirm Driver is Cleared to Drive
  • All Supervisors must take the Supervisor Training Course
  • Report Return-to-Duty Results to the Clearinghouse

Employers must Report the Negative Return-to-Duty Results for the Driver to be Cleared to Drive.  Express Labs does not Report Return-to-Duty Results

Employers must Report the Date of the Final Follow-Up Drug Test Results to the Clearinghouse.  Express Labs does not Report the Date the Follow-Up Plan was Completed to the Clearinghouse

The SAP Evaluation (Substance Abuse Professional) Directs when Drivers can be sent for Return-to-Duty Drug Testing (Observed) and how many Follow-Up Drug Tests (Observed) are Required

Follow-Up Drug Tests: DOT Requires a Minimum 6 Follow-Up Drug Tests, Spread evenly the first Year ( Up to 5 years max of Follow-Up Testing).  DOT Requires Drivers to Get Tested Immediately when Notified for Follow-Up Testing, or it is a Refusal-to-Test

Return-to-Duty & Follow-Up Drug Testing Instructions (Observed Collection)

Order Return-to-Duty Drug Testing Online.  After Enrolling, Express Labs does not accept Drug Test Results from other Companies

  1. Go to "Order Drug Tests" on the Top Left Tabs in your Account
  2. Select the Reason for Testing (Return-to-Duty or Follow-Up)
  3. Find a Collection Site
  4. Order the Drug Test
  5. Check your Email for the QPassport (from Quest within 1 Hour)
  6. Call the Site to Confirm they are Open and have a Collector that is the same Gender
  7. Bring the QPassport to the Site or the Collector Scans the Barcode from Driver's Phone

Drug Test Results

Results are Emailed Directly to you from the MRO (Medical Review Officer) and Posted to your Account.  95% of Negative Results are Reported within 3 Business Days from when the Lab receives the Sample

  • Delayed Results: If you have not received Results within 4 Business Days you may Call Quest Diagnostics Customer Service at 800-877-7484.  You will need to provide your Quest Diagnostics Account Number (Located on the QPassport) or the Specimen ID (Located on the Paper Quest Form)
  • The Medical Review Officer Reviews Drug Tests from the Laboratory to Determine whether a Test is Negative, Positive or Requires further Investigation.  Only the MRO is to discuss Prescriptions with Drivers.  MRO Phone: 800-526-9341

Return-to-Duty & Follow-Up Drug Testing Fees

Invoices are Due Upon Receipt, on the 1st of the Month for the Previous Month's Results & Must be Paid to keep Memberships Active.  Members are Required to keep a Valid Credit Card in their Express Labs Account and Authorize Express Labs to charge for Drug & Alcohol Results

  • Express Labs charges $125 for Return-to-Duty & Follow-Up Drug Testing at In-Network Collection Sites, which Includes the Laboratory Testing, Medical Review Officer Services (MRO) and Collection Fees.  Observed Collections cost an additional $45 at Preferred Sites and $400 at Quest Diagnostics Sites

What if an Owner Operator Test Positive?

Express Labs does not Manage the Return-to-Duty/Follow-Up Process for Owner Operators.  Owner Operators who have a Violation in the FMCSA Clearinghouse can not Enroll in Express Labs Consortium.  Owner Operators who Test Positive for Drugs or Alcohol or Refuse-to-Test will be Terminated from Express Labs Consortium
