DOT's Requirements for the Return-to-Duty & Follow-Up Process

Send Drivers for Return-to-Duty DOT Drug Testing after a Full Query in the Clearinghouse and completing the Drug & Alcohol Policy.  Drivers are Automatically Added to the Random Pool when Negative Return-to-Duty DOT Drug Test Results are Reported by Express Labs MRO (Medical Review Officer).

• Return-to-Duty Drug Test Replaces the Pre-Employment Drug Test for new Hires.
• Employers are Responsible for Scheduling and Notifying Drivers for Follow-Up Testing.
• DOT Requires Drivers to Get Tested Immediately when Notified for Follow-Up Testing.

Return-to-Duty & Follow-Up Instructions

Step 1: SAP Evaluation (Substance Abuse Professional)

• The SAP Evaluation Determines when a Driver may be sent for Return-to-Duty Testing with a Minimum of 6 Follow-Up Tests in the First Year continuing up to 5 Years

• Employers and Drivers must Register in the FMCSA Clearinghouse to Conduct a Full Query Confirming the Driver is Cleared to Drive

Step 3: Drug & Alcohol Policy - Click Here

• Drivers must receive a Full Copy of the Signed and Dated Drug & Alcohol Policy

Step 4: Supervisor Training Course

• DOT Requires All Supervisors to take the Reasonable Suspicion Testing Course (Including Owner Operators who hire Drivers).  The Online Course can be ordered in your Account (Left Side Tabs)

Step 5: Return-to-Duty & Follow-Up Drug Testing Instructions - Observed Collection

1. Login to your Express Labs account

2. Click “Order Drug Tests” on the Top Left Tabs

3. Select the Reason for Testing (Return-to-Duty or Follow-Up)

4. Choose a Collection Site by entering the ZIP Code (Collection Fees Included)

5. Click “Complete Order”

6. Check your Email for the QPassport from Quest Diagnostics within 1 Hour of Ordering the Test

7. Driver must bring the QPassport (printed or on your phone) to the Site Selected on the QPassport

• Notify the Driver only after you have received the QPassport and Called the Site to Confirm the Site is Open and has a Same-Gender Collector for an Observed Collection.  Sites may not begin a Collection within 3 Hours of Closing (Drivers have 3 hours to provide Sample)

• What is an Observed Collections? A Same-Gender Collector accompanies the Driver into the Restroom and must watch the urine stream go directly into the Container.

• QPassport Orders: Members are only charged for Results not Orders.  Place a new order if you need to change locations or if you entered incorrect information

Owner Operators

Express Labs does not Manage the Return-to-Duty & Follow-Up Process for Owner Operators.

• Owner Operators who have a Violation in the Clearinghouse can not Enroll in Express Labs Consortium
• Owner Operators who Test Positive will be Terminated from Express Labs Consortium
