- The SAP Evaluation (Substance Abuse Professional) Directs Employers when Drivers can be sent for Return-to-Duty DOT Drug Testing (Observed Collection) and how many Follow-Up DOT Drug Tests (Observed Collection) are Required
- Return-to Duty Drug Testing takes the place of Pre-Employment Drug Testing if this is a New Hire

- Employers must Conduct a Full Query in the FMCSA Clearinghouse to Confirm the Driver is Cleared for Return-to-Duty Drug Testing
- Drivers must provide Electronic Consent in the FMCSA Clearinghouse to Conduct a Full Query
- DOT Requires Employers & Drivers to be Registered in the FMCSA Clearinghouse to Add Drivers

- Employers must provide the Driver with a Drug & Alcohol Policy outlining Testing Requirements and Consequences for Violations
- Drivers must receive a Full Copy of the Signed and Dated Drug & Alcohol Policy

Members are Required to Order Drug Tests Online in your Express Labs Account or use the Paper Quest Forms provided by Express Labs if you can not Order Online. After Enrolling, Express Labs does not accept Drug Test Results from other Companies
- Login to your Express Labs Account .
- Go to Order Drug Tests on the Top Left Tabs
- Select the Reason-for-Testing (Return-to-Duty or Follow-Up)
- Choose a Collection Site (Enter Zip Code)
- Click Complete Order to Order the Drug Test
- QPassport: You will receive the QPassport in your Email from Quest within 1 Hour
- Call the Collection Site to Confirm they are Open and have a Collector who is the Same Gender who can perform an Observed Collection before Notifying the Driver
- Collection Sites may not Start a DOT Collection within 3 Hours of Closing Time because DOT Regulations allow Drivers up to 3 Hours to Provide a Urine Sample
- Driver Instructions - Drivers must bring the QPassport (printed or on phone) to the Selected Site
- Arrival at Collection Site - Collector Scans the QPassport Barcode upon arrival
- Receive Results - Drug Test Results are Emailed and Posted to your Account by Express Labs MRO

- DOT Requires a Minimum 6 Follow-Up Drug Tests Spread evenly the first Year (up to 5 years max)
DOT Requires Drivers to Get Tested Immediately when Notified for Follow-Up Drug Testing
DOT Requires Drivers to Get Tested Immediately when Notified for Follow-Up Drug Testing. Immediately means once a Driver is Notified, All the Driver's actions must lead to an Immediate Collection. Once a DOT-Regulated Driver is Notified—Meaning they are Aware they have been Selected for Random Drug or Alcohol Testing—They are Not Permitted to Operate a Commercial Motor Vehicle, except to get Tested, until the Required Test has been Completed.

Drug Test Results
- Results are Emailed & Posted to your Account by Express Labs MRO
- Most Negative Results are within 3 Business Days from the Date the Lab receives the Sample
- If you have not received Results within 4 Business Days contact Quest Customer Service at 800-877-7484 with your Quest Account Number (on the QPassport) or the Specimen ID (on the Paper Quest Form)
Drug Testing Fees
- Express Labs charges $80 for Drug Test Results
- Collection Fees are Included at In-Network Sites but not at Out-of-Network Sites
- Return-to-Duty & Follow-Up Drug Test Results are $125 (Observed)
- Invoices are Due Upon Receipt on the 1st of the Month for the Previous Month's Results
- Members must keep a Valid Credit Card on file for Testing Fees to keep your Company & Drivers Active
What is an Observed Collection?
- The Collector (Same Gender as Driver) accompanies the Driver into the restroom. The Collector must directly watch the urine stream go from the Driver’s body into the Collection Container. The Driver must raise their shirt above the navel and lower clothing to mid-thigh to ensure no devices are used to cheat the test. The Collector signs Documentation confirming the process was completed according to DOT guidelines
What if an Owner Operator Test Positive?
- Express Labs does not Manage the Return-to-Duty/Follow-Up Process for Owner Operators. Owner Operators who have a Violation in the FMCSA Clearinghouse can not Enroll in Express Labs Consortium. Owner Operators who Test Positive for Drugs or Alcohol or Refuse-to-Test will be Terminated from Express Labs Consortium
