Return-to Duty Instructions

Send Drivers for Return-to Duty Drug Testing after completing the Full Query and Drug & Alcohol Policy.   Drivers are Automatically Added with Negative RTD Drug Test Results from Express Labs MRO.  The RTD Drug Test takes the place of Pre-Employment Testing if this is a New Hire.

  • Drivers must Get Tested Immediately when Notified for Follow-Up Drug Testing with No Prior Notice
  • DOT Requires a Minimum 6 Follow-Up Drug Tests Spread evenly the first Year (up to 5 years max)

What are DOT's Requirements for Drivers to be Cleared to Drive?

  • Employer has received the SAP Evaluation from the SAP (Substance Abuse Professional)
  • Employers & Drivers must Register in the FMCSA Clearinghouse
  • Full Query in the Clearinghouse to Confirm Driver is Cleared to take a RTD Drug Test by the SAP
  • Employers & Drivers must receive Full Copy of the Signed & Dated Drug & Alcohol Policy
  • DOT Requires All Supervisors (Including Owner Operators who hire Drivers) to take the Course
  • Drivers are Added when Negative RTD Drug Test Results are Reported from Express Labs MRO
  • Employers must Report the Negative Return-to-Duty Results to the FMCSA Clearinghouse
  • Employers must Report the Date of the Final Follow-Up Drug Test Results to the Clearinghouse

Step 1: SAP Evaluation (Substance Abuse Professional)

  • The SAP Directs Employers when Drivers can be sent for Return-to-Duty Drug Testing (Observed Collection) and how many Follow-Up Drug Tests (Observed Collection) are Required

Step 2: Full Query in the FMCSA Clearinghouse - Click Here

  • Conduct a Full Query in the Clearinghouse to Confirm the Driver is Cleared for Return-to-Duty Drug Testing

Step 3: Drug & Alcohol Policy - Click Here

  • Employers & Drivers must receive Full Copy of the Signed & Dated Drug & Alcohol Policy

Step 4: Return-to-Duty & Follow-Up Drug Testing

  1. Login to your Express Labs Account (Top Left Tabs)
  2. Select the Reason-for-Testing (Return-to-Duty or Follow-Up)
  3. Find a Collection Site (Enter Zip Code)
  4. Order the Drug Test
  5. Check your Email for the QPassport (within 1 hour from Quest)
  6. Bring the QPassport to the Site Selected (Collector Scans Barcode on Form or Driver’s Phone)
  7. Call the Collection Site to Confirm they are Open and Confirm they have a Collector who is the Same Gender who can perform an Observed Collection before Notifying the Driver

  • Express Labs does not Report Return-to-Duty Results

Step 6: Report Date of Final Follow-Up Results to Clearinghouse - Click Here

  • Employers must Report the Date of the Final Follow-Up Drug Test Results to the Clearinghouse
  • Express Labs does not Report the Date the Follow-Up Plan was Completed to the Clearinghouse

🔸What is an Observed Collection?

  • The Collector (Same Gender as Driver) accompanies the Driver into the restroom.  The Collector must directly watch the urine stream go from the Driver’s body into the Collection Container.  The Driver must raise their shirt above the navel and lower clothing to mid-thigh to ensure no devices are used to cheat the test.  The Collector signs Documentation confirming the process was completed according to DOT guidelines

🔸What if an Owner Operator Test Positive?

  • Express Labs does not Manage the Return-to-Duty/Follow-Up Process for Owner Operators.  Owner Operators who have a Violation in the FMCSA Clearinghouse can not Enroll in Express Labs Consortium.  Owner Operators who Test Positive for Drugs or Alcohol or Refuse-to-Test will be Terminated from Express Labs Consortium
