Adding Drivers Process

Clearinghouse Query → Drug & Alcohol Policy → Drug Test → Negative Result → Driver Added


Overview

  • Send drivers for a DOT pre-employment drug test after completing a full Clearinghouse query and Drug & Alcohol Policy requirements
  • Drivers are added once negative results are verified by the Express Labs MRO (Medical Review Officer)
  • A new pre-employment drug test is required if a driver has not been in a random pool for 30+ days

Step 1 – Clearinghouse Registration & Query – View Instructions

  • Employers must conduct a full query in the FMCSA Clearinghouse to confirm drivers have no violations and are cleared to drive
  • Both employers and drivers must be registered in the Clearinghouse to conduct full queries

Step 2 – Drug & Alcohol Policy – View Instuctions

  • DOT regulations require drivers to receive a signed and dated Drug & Alcohol Policy that complies with 49 CFR Part 382 and 49 CFR Part 40
  • Employers should keep the original signed copy of the policy in their files

Step 3 – Pre-Employment Drug TestingView Instructions

  • Order drug tests online (QPassports) through your Express Labs account
  • Or use Quest paper forms provided by Express Labs
  • Drivers must bring the QPassport or Quest form to the collection site
  • Express Labs does not accept drug test results from other consortiums or third-party programs
  • Your company name and Express Labs must be listed on the drug test result

Step 4 – Supervisor Training Course

DOT requires employers to complete Supervisor Reasonable Suspicion Training.  The online training course can be ordered through your Express Labs account (left-side tabs)

  • This requirement applies to employers, safety supervisors, and owner-operators who hire drivers
  • Training enables supervisors to recognize the signs and symptoms of drug and alcohol misuse
