Adding Drivers Instructions

Send drivers for a pre-employment DOT drug test after completing a full Clearinghouse Query and the Drug & Alcohol Policy.

  • Employers (and owners who hire drivers) are required to complete the supervisor training course to hire drivers.
  • DOT requires a new pre-employment DOT drug test when hiring a new driver, if a driver has not been in a random pool for 30+ days, or to reactivate a driver who was deactivated after being randomly selected.

When Drivers are Added to the Random Pool

Drivers are automatically added to the random pool and eligible for random selection once negative pre-employment DOT drug test results are reported by the Express Labs MRO (Medical Review Officer).

  • Only send drivers for drug testing after they are hired, pending drug test results, as DOT requires drivers to be immediately added to the random pool and eligible to be randomly selected once negative pre-employment drug test results are reported.

Step 1 – FMCSA Clearinghouse

Employers. Owner-Operators and Drivers are responsible for registering in the FMCSA Clearinghouse and completing all required queries.  Express Labs does not register or perform queries for members.

  • A Full Query must be performed before hiring new drivers

Step 2 – Drug & Alcohol Policy

DOT regulations require drivers to receive a signed and dated Drug & Alcohol Policy that complies with 49 CFR Part 382 and 49 CFR Part 40.

Step 3 – Pre-Employment Drug Testing

Order drug tests online through your Express Labs account using QPassports. 

  • If you are unable to order online, use Quest paper forms provided by Express Labs
  • All DOT drug tests must be ordered through Express Labs
  • Express Labs does not accept drug test results from other consortiums or third-party programs

Step 4 – Supervisor Training Course

DOT requires employers (and owners who hire drivers) to complete Supervisor Reasonable Suspicion Training to hire drivers.  The online training course can be ordered through your Express Labs account (left-side tabs)

  • This requirement applies to employers, safety supervisors, and owner-operators who hire drivers
  • Training enables supervisors to recognize the signs and symptoms of drug and alcohol misuse

Active Drivers List

Express Labs provides an updated Active Drivers List on the 1st of every month for employers to review and verify active drivers.  Maintaining accurate driver records helps prevent unnecessary random selections and supports DOT compliance.  DOT also requires current driver license information to order tests.

Drug Test Results from another Company

The driver will need to complete a new pre-employment drug test through Express Labs to add the driver to the random pool.  All DOT drug tests must be ordered and completed through Express Labs.  After enrollment, Express Labs does not accept drug test results from other companies, consortiums, or third-party programs.

  • Drug test results completed outside of Express Labs cannot be used to add drivers to the random pool.
